Sample Letter to Landlord: Prohibited Rules and Regulations
The following document ONLY applies to jurisdictions in Kentucky that have enacted the Uniform Residential Landlord Tenant Act. These jurisdictions are: Barbourville, Bellevue, Bromley, Covington, Dayton, Florence, Lexington-Fayette County, Georgetown, Louisville-Jefferson County, Ludlow, Melbourne, Newport, Oldham County, Pulaski County, Shelbyville, Silver Grove, Southgate, Taylor Mill and Woodlawn.

Further, this information only applies to residential leases. It does not apply to: commercial units, properties under contract for sale, hotels or motels, or people who are employed by the landlord.
Here is a sample letter you can send your landlord stating that the rule or regulation he or she has proposed is unenforceable.

I received notice on the _________ day of __________________________, 20___, of your adoption or intent to adopt a rule or regulation concerning my use and occupancy of the premises.
Please be advised that in accordance with KRS 383.610, the above rule or regulation is not enforceable because:
( ) Its purpose is not to promote the convenience, safety, or welfare of the tenants in the premises, preserve your property from abuse, or make a fair distribution of service and facility held out for the tenants generally;
( ) It is not reasonably related to the purpose for which it is adopted;
( ) It is not clear enough in its prohibition, direction or limitation of my conduct to fairly inform me of what I must not do to comply;
( ) It is for the purpose of evading obligations;
( ) I did not have notice of it at the time I entered into the rental agreement or when it was adopted;
( ) It was adopted after I entered into the rental agreement; it works a substantial modification of my bargain; I did not consent to it in writing; therefore it is not valid.
